Paul announces that the visit now before him will be his third. Earlier he had spoken of being ready to come a third time; readiness or intention is not itself another completed visit. As he writes here, the third coming still lies ahead. The natural sequence is an initial visit in which the congregation was established, a later painful visit, and the visit he is now preparing to make. His words carry the weight of an accumulated relationship: the Corinthians have not received one hurried warning from a distant stranger. They have known his ministry, his sorrow, his patience, and his repeated appeals.

The statement about “two or three witnesses” brings the anticipated visit under the rule of careful judgment. In its earlier biblical setting, this principle protected people from condemnation resting on a single, possibly biased accusation. A serious charge was not to be settled by rumor, personal hostility, prejudice, or an impulsive verdict. Truth had to be responsibly established. Paul is therefore not planning to arrive in anger and punish whomever his opponents name. He will deal with actual matters on a sound basis.

The connection between the witnesses and Paul’s repeated visits or warnings is not explained in detail, so it is wise not to force the language beyond what it says. The main emphasis is clear: his coming will bring matters into the light and require an honest reckoning. Patience does not eliminate accountability, and accountability must not abandon fairness.

This principle must never become a technical excuse for dismissing credible harm or silencing someone who suffered where no audience was present. The command does not teach leaders to protect wrongdoing until several eyewitnesses appear. It calls them to seek truth diligently, weigh testimony responsibly, guard against false accusation, and refuse careless condemnation. Both the accused and the injured are served when judgment is neither gullible nor prejudiced.

Paul is preparing the church for a serious visit, but not an arbitrary one. The same apostle who insists that persistent sin must be faced also insists that charges must be established. Holiness and justice belong together.
